I believe it becomes law the minute the president signs it, however from what I have seen in the amendment, the tax credit would still not be available for existing home owners that qualify on a new purchase unless the purchase is after December 1st...For first time buyers I believe the existing plan guidelines would apply through NOv 30th (income limit, etc) and then the new guidelines would apply starting Dec 1st...I&#039;m not an attorney and have not read the bill in it&#039;s entirety, but this is my belief from what I have seen..
